Question 1: Partial Veto

What will appear on the ballot?

“Partial veto. Shall section 10 (1) (c) of article V of the constitution be amended to prohibit the governor, in exercising his or her partial veto authority, from creating or increasing or authorizing the creation or increase of any tax or fee?”

What would this amendment do?

Wisconsin's governor has the authority to partially veto certain provisions of an appropriation bill rather than vetoing the entire bill.

The Wisconsin Constitution already places limits on that authority. Previous amendments have prohibited the governor from using a partial veto to create a new word by removing individual letters from an enrolled bill or to create a new sentence by combining portions of two or more sentences.

This amendment would add another restriction. It would prohibit the governor, when exercising the partial veto, from creating or increasing, or authorizing the creation or increase of, any tax or fee.

What would a "Yes" vote mean?

A Yes vote would amend the Wisconsin Constitution to prohibit the governor from using the partial veto to create or increase any tax or fee.

What would a "No" vote mean?

A No vote would leave the Constitution unchanged by this amendment.

Additional context

The proposed constitutional language is broader than the short question printed on the ballot. Voters who want to examine the proposed constitutional text should review the full language before making their decision.
